The honest answer: there isn't one best time — there are three, each with a completely different experience. A Manali trip in May feels nothing like a Manali trip in October. Shimla in January snow is a different world from Shimla in April blossoms.
This guide lays out every month clearly, with temperature ranges, road conditions, crowd levels, and what's actually possible in each period. We've organised trips across every month of the calendar — including during monsoon and in sub-zero January — so this is first-hand knowledge, not aggregated internet fluff.

Month-by-Month Breakdown
January
Shimla: The coldest month. Daytime temperatures hover around 5-8°C; nights can dip to -2°C. Snowfall is common and sometimes heavy — Shimla can get 2-3 snow events in a good winter. Mall Road in snow, however, is genuinely magical.
Manali: Bitterly cold. -8 to -12°C at night. Roads to Rohtang are closed. But Manali in January is a different experience — quiet, locals-only, fire by the guesthouse, and an incredible sense of isolation.
Who should come in January: Snow enthusiasts who don't mind limited mobility and cold. Not recommended for families with young children or the route via Atal Tunnel from Manali (can be icy).
Book by: December for the best hotel rates.
February
Similar to January with slightly warming temps by end of month. Shimla snowfall still possible. Manali still frozen. This is off-peak, so hotels and packages are at their lowest prices — 20-30% cheaper than summer peak.
Pro tip: Our February travellers often get upgrades they wouldn't get in peak season. Hotels are eager for occupancy. Negotiate.
March
The mountains begin to wake up. Snow starts melting in Shimla's lower areas. Manali temperatures climb to 0–12°C. Apple and cherry blossoms begin appearing in the Kullu Valley (late March). Roads are fully clear.
Verdict for March: Excellent. Fewer crowds than summer, beautiful scenery, no monsoon risk. Rohtang Pass still closed (opens mid-May) — Solang Valley accessible.
April
One of our favourite months for this route. Shimla is 12-18°C — perfect for walking. The Kullu Valley apple orchards are in full bloom. Manali is around 8-15°C — comfortable. Rohtang opens in late April or early May depending on snow clearance.
Who should come in April: Couples, photographers, travellers who value views over snow activities. One of the least crowded pleasant months.
May
Peak season begins. Schools haven't broken up yet for the first half of May, so the first two weeks are actually moderate crowd levels. By mid-May, Indian school holidays begin and the roads to Shimla and Manali get significantly busier.
Shimla in May: 18-25°C. Beautiful. The busiest month of the year — book hotels 6-8 weeks ahead.
Manali in May: 15-22°C. Near-perfect. Rohtang Pass opens (usually mid-May). Adventure activities in full swing.
Verdict for May: Best overall weather, but highest crowds and highest prices. Book early or book with a package operator (NeelTrip locks in rates 3-4 months ahead).
June
Similar to May. The first week is still peak pre-monsoon clarity, then by mid-June a pre-monsoon haze builds. Still very good weather. Rohtang fully operational. Rivers lower in the Kullu Valley — rafting continues.
Verdict for June: Still excellent. Last reliable month before monsoon risk. If you're a school family, June is your window.
July–August: Monsoon
Shimla: Rainfall is heavy but sporadic, not constant. The hills turn deeply green. Waterfalls appear everywhere. Beautiful for photography.
Manali: The NH-3 route (Mandi stretch) faces genuine landslide risk in heavy monsoon. Our team actively monitors road status from July-September. There have been years where the road was blocked for 3-7 days.
Rohtang Pass: Technically open but conditions vary daily. We do not recommend Rohtang trips in active heavy rain.
Should you come in July-August? We're honest with our travellers: if you have flexibility and can adjust itinerary day-by-day, it's manageable and cheaper than peak. If you have fixed return flights and tight schedules, avoid this window. Our packages include a monsoon flexibility clause — we reroute or retime at no extra charge.
September
The monsoon recedes by mid-September. The landscape is at its greenest and most lush. Rivers are high. Waterfalls are dramatic. By late September, the rain stops and clarity returns.
Late September into October is the most underrated window for this route. Fewer crowds than summer, better views (rain clears the haze), and Rohtang still open.
October
Our second favourite month. Post-monsoon clarity gives mountain views you don't get in summer haze. Temperatures are falling pleasantly — Shimla: 10-18°C, Manali: 5-15°C.
Rohtang Pass: Open in early October, closes by end of October (usually). This is your last window of the year for Rohtang.
Kullu Dussehra: If you're travelling in mid-October, the Kullu Dussehra festival (International Kullu Dussehra, usually 7 days in October) is one of India's most spectacular cultural events — 300+ deities carried through the valley.
Verdict for October: Highly recommended. Book by August for October travel.
November
Shimla: Cold (5-14°C). Crowds have thinned dramatically. Town feels like a local hill station again.
Manali: Getting cold (0-10°C). Rohtang closes. Atal Tunnel is a good substitute — connecting Manali to Lahaul.
Verdict for November: Good for travellers who want peace and quiet. Not good if you specifically want snow (Shimla snowfall usually starts December) or Rohtang (closed).
December
Shimla snowfall season begins. The first major snow usually arrives between late November and mid-December. For many Indian travellers, seeing snow for the first time is a bucket-list moment — and Shimla delivers.
Manali in December: Very cold (-5 to 3°C). Atal Tunnel is operational, so the valley beyond is accessible. The town is quiet. Snow is everywhere. A magical but cold experience.
Rohtang: Closed. Solang Valley is the snow activity location.
